Kekkei Genkei:Raikigan
The Raikigan is a Doujutsu that is not infamiliar with others of the same class however without the flare that the other main Doujutsu garnered over years of exposure and use. However it is also in a class on its own when it comes to execution of its capabilities which are nearly limitless. To put it simply the name "Raikigan" means "Lightning Eye" This itself gives it one major similarity to that of the Sharingan. Though it does not PREDICT the movement of another Shinobi it does however allow the user to see normal movement in slow motion which averages out to seeing faster speeds move slower depending on the Users level and the Opponents speed.
They're three levels for the Raikigan with a hidden fourth level,
Stage 1:Chakra Use per post: The same as using a D rank jutsu every post.
The first level is not overly different then the normal appearance of the Hyuuga's eye. This is the most basic of all the Raikigan and the easiest to attain, however it's affect is not nearly as powerful as the next two levels. Most Raiki gain the Raikigan at their late Genin life, around the age on average of thirteen to fourteen. They do not have to have a near death experience in order to gain the ability however, they simply need to learn how to pinpoint their chakra into their eyes and allow it to flow throughout their limbs and mind to increase their reaction time.
Now at this level the User can see everything around him at a slower speed of a tenth of a second. Now in battle that will obviously help but at only tenth a second it is just enough time to dodge a kunai, so it is not too powerful. The range of the ability is only within twenty feet of wherever the shinobi is but can be increased depending on the chakra output. (which most wouldn't bother with as a waste of chakra).

Also the first of the Clan jutsu will become available.
Second Stage:Chakra Use per post: The same as using a C rank jutsu depending on how mastered it is. Early on it is the same as using a C rank jutsu each post. After mastery it is not as much of a drain.
Reaction time/Slowed time example: Enough to see each hand seal clearly as if done in demonstration.
Now once the second level of the Raikigan is attained a goldish hue begins to spread from the center of the eye almost to the end leaving an outline of blue. Most members attain this level after extreme training for nearly five years and stronger ones being able to in a year or two. The range of this level is slightly larger then the last covering around thirty feet around the user.
The difference from the first stage to this one, is it not only slows the world around you down, but also increases your own reaction time(by a tenth of a second) and andrenaline allowing you to move faster, all while you see everything around you move slower (everything now moves two tenths of a second slower). This stage however uses an a lot of chakra and drains constantly, especially those with poor chakra reserves. Even ones with average chakra reserves can only last in the stage for a few hours at most.

Also the rest of the Clans Jutsu are released to them to learn.
Third Stage:Chakra Use per post: the equivilant of using a B- Rank jutsu unmastered, and the equivilant of a C rank when mastered. A true master with years of experience and Chakra Control equvilant to that of Village Kage's they can keep their eyes activated for indefinite amount of time.
Reaction time/Slowed time example: Notices the focus and unfocusing of his enemies eyes to analyze there strategy.
The ultimate stage of the Raikigan the goldish glow that began to shine in the previous stage becomes more dominate now covering the entire eye making them look menacing unnerving most opponents immediately from use. The range of effect now goes up to fourty feet all around the user and the amount of chakra used to expand it is not as high.
This stage of the Raikigan is only ever reached by Masters of Raiton and Shinobi that dedicate their lives to learning it. From the past stage this one takes nearly five years to achieve. The reason for the long time to learn is, the amount of chakra needed for this stage is enormous equivelent to that of an A-rank jutsu. Even those with large chakra stores can only use the Raikigan for a few hours in the entire day, unless they were gifted with a truer stronger bloodline making them strangely more atuned to the Kekkei Genkei.
Now the benefits of this stage are the fact reaction time increase a fifth a second making your total reaction time a fifteenth of a second. The movement around you slows down nearly half a second giving you a great advantage over inexperienced shinobi or slower shinobi who rely on ninjutsu. This however puts you on even footing of the Uchiha's Sharingan on nearly every level aside from its copy ability as well as its Mangekyou.

Fourth Stage:Chakra Use per post is the equivilant of using an A rank jutsu no mattter what.
Reaction time/Slowed time example: In exchange for this levels abilities it is equal with the third stage.
Now the fourth and hidden stage of the Raikigan is one that may be more of a burden than it would be a weapon. In order to attain the last stage of the Raikigan, they must preform a ritual in which they must sacrifice one of their eyes in order to focus all the required chakra for normally activating the Raikigan into their remaining eye. Now the outcome of this stage is the now the remaining eye turns completely golden with a Lightning-esque glow to it, almost as if bolts of Lightning are striking inside of his eye.
The ability unlocked by this stage is that their chakra is changed from it's normal blue hue into almost pure Lightning which shocks and damages everything it touches. Since the chakra is coming from within the body of the user an immunity to his own electric touch is developed but only after training with said chakra. (kinda like when fire users breath out flames or. Oil users are immune to the posion of having oil in their body). Although this stage does not have any current jutsu specified for it. (I am in the process of thinkin of some). It does leave a lot of oppourtunites to use Lightning based chakra without having to use more chakra do a jutsu performing the same thing.
The ritual to obtain the fourth stage involves using a special seal that once the eye is burned out of the head by chakra the eye socket is rendered useless, meaning another eye can not be placed in its spot. Afterwards the user must then summon all of his chakra and focus it into their natural Lightning affinty and then mixing their lightning affinty in with their regular chakra they must channel it into their remaining eye therefore finally activating the final stage of the Raikigan.
After activating the final stage, all Raiton jutsu become twice as strong despite what rank level they may have been prior to the completion of their bloodline.

Formation of the Clan:Creation:The Raiki Clan was originally a family of assassians before the formation of villages which meant even before Jutsu was around they were very skilled at sneaking and killing silently. However after the doujutsu master arrived and slayed the beast who endangered the entire world he saved one last special bloodline and instead of giving it to the now chakra enabled human race, he gave an unknowing lesser demon its knowledge so that it would not be lost forever, but would hopefully be found by worthy Shinobi.
This matters to the Raiki clan due to the fact that since they were such an important part of Kumo's assasain group that once rumor of a power lesser demon was heard of they wanted to harness its power. This was many many years after that very lesser demon had been gifted with a special ability by the Redoku Sennin, the greatest most powerful Ninja to ever touch the Earth. This however meant that the lesser demon was aging having been already matured once he was blessed by the Redoku Sennin.
The Raikage immediately sent out his best Hunter Ninjas along with half of the Raiki family to take out the demon and bring it's body back. It was not long after that the small army had found the old demon which came in a very unexpected form. A giant land turtle. It was nearly two stories high with a large silver metallic looking bolt along the side of its shell. At once all of the shinobi converged onto the old demon hitting it with every jutsu they had damaging it or so they hoped.
The Turtle Demon had receeded into his shell avoiding all the jutsu and coming out with not a scratch on him. It was at this time that Taguno Raiki had took his oppourtunity to dash underneath the body of the Turtle and just as he did the Turtle unleashed a horrid breath that spewd Lightning out of it's body and all but disentegrating the bodies of Shinobi all around him. Leaving only the lucky soul of Taguno underneath of him which the Turtle had yet to notice having now killed all of the shinobi around him he began his slow march again.
That was until a very unfamiliar weight was felt now crawling up his neck which the Turtle assumed that one of them had survived. Although he was very surprised and impressed seeing as how every Village that had tried to capture him had failed miserably with none alive he was ready to see who this survivor was. The Giant Turtle then proceeded to shake his head forcefully causing the body to flail off of him very weakly.
Taguno was now standing before the massive form of a Demon Turtle that had effortlessly killed the strongest Shinobi in Kumo. However he was not scared but more he had a look of fearlessness on his face, because truly he should be dead, but he's not. There was a reason for that and he new he would fnd out. And as he thought the Turtle did not take a fighting stance or prepared a breath but instead pulled his arms and legs in and layed down.
The look on his face the Turtle thought was very similar to that of the very person who gave him the strength he possessed now. Sighing heavily the Turtle began to speak, "Young warrior you have survived where all before you have died in vain and without effort on my part." A thought conveyed in the mind of the Turtle, a way to finally rest peacefully. "Although you are not the strongest I have faced nor the weakest you have something they did not. You have the look of the one. The one who bestowed upon me this strength."
Taguno could only watch and listen keeping the same determined look on his face and still standing should something change and he need to escape. However he could not bring himself to speak or move his mouth at all, even though he was trying to ask as many questions as were poping into his head. This did not matter as the Turtle once again began to speak,"That is why I have decided to end the chase after my head and my powers. I am old and cannot die, however I can choose to exist in a vessel until that vessel dies allowing me to take my leave as well."
"Yes I have chosen you to become that vessel for me." He thought once more to Redoku Sennin and his only words for him, to pick a deserving Shinobi and he'd know what to do. "It seemed he really did know it all. Thank you, for giving me purpose." He spoke to himself however with his large size Taguno was able to hear the words escaping his mouth causing him to become confused. However that was short lived as the body of the Turtle began to dissapate into thin air but first conveyed to the small human "Go back home, i must apologize for the sadness your life will endure all too soon. The strength however that our bonding will bring to you and your future family however will, more than make up for the hell that will be brought on you."
Before Taguno could answer back his body quickly flashed a bright light causing him to have to look away and caused him to black out as well.
(incase anyone is confused. No they do not hold a bijuu or demon it was simply the only way the Turtle could die having been bestowed amazing powers once before. And basically all that happened after the event that took place here is that Taguno went back to Kumo lived his life and took a wife having kids who would develop very unique abilities that he chronolized and documented, and applying for clanship from the Raikage to become an official Kekkei Genkei based clan and thats it. Only reason i didnt add this, was because it would mess with the flow of the story and was kinda boring.)
